When a speaker tries to send a message to a receiver, how effectively that message is received is called Communication Competence. Communication competence strives to be effective and appropriate (Adler, pg. 25). Effective communication would be how well your message is received, and appropriate communication would be if the time and environment are well-suited to the conversation. In the video below, you will see an argument between two lovers, Dot and George, neither one is being a very competent communicator. Dot is saying her message effectively, just not at the appropriate time for George, who is in the middle of painting a very important art piece. And George is trying to send his message effectively but is having a hard time communicating since the timing is not appropriate for him. Had Dot chosen a better time to have this serious talk, they might have been able to communicate more competently and maybe even reach a better solution than Dot leaving.
